Allow Atmo to listen to GitHub webhooks and re-deploy itself (any maybe even build the project?)

@cohix I can work on this. I'm assuming this will be kinda like running with --wait but instead of looking at the disk, it'll be listening continuously to github hooks for the initial and future re-deployment/builds?
