Officially deprecate reloader helm chart in stable repo

As we all know the public helm chart repos are being deprecated. I see the authors here are already aware of this, and are hosting their own here. The following should be done (I'm happy to help)

  • [ ] update the stable chart as deprecated
  • [ ] add the official chart repo to hub.helm.sh
  • [x] add the official chart repo to artifacthub.io

This looks done. https://github.com/helm/charts/pull/23595 was merged and the chart is available on artifacthub at https://artifacthub.io/packages/helm/stakater/reloader
