Upgrade the project to use Go 1.17+

Issue/Feature Description: Currently dock project is based on Go 1.12, we need to upgrade this to latest Go versions

Why this issue to fixed / feature is needed(give scenarios or use cases): This is needed to make sure Dock runs on latest Go Version

How to reproduce, in case of a bug: Upgrade the Go.mod
