[Enhancement] Notification across all jobs at project level / rundeck level

Is your feature request related to a problem? Please describe. With multiple teams writing Rundeck Jobs, many of those jobs are not scheduled nor send any notifications. Would like to be able to set notifications to be sent for all jobs within a project or all projects (i.e. Rundeck level).

Describe the solution you'd like Additional section within the Project Configuration similar to job > Send Notification radio button that exposes notifications UI for On Success, On Failure, On Start, Average Duration Exceeded & On Retryable Failure. Possibly do something similar at the Rundeck (all projects) level.

Describe alternatives you've considered None - request / idea came from a discussion with user.

+1, it is surprising that there is no "default notification" functionality for all jobs

I would like to also chime on this one, as this would be a welcome enhancement. Currently the only way to get a notification for any error is to defer this on a monitoring agent with a custom script following the rundeck api. And no simple possibility when a team want a notification for any failure or success in a project.
