Let weight, badpix be different files from image.

@aguinot mentioned to me today that he has a use case where the weight map is not a separate hdu of the image file, but rather its own file. I thought Piff could handle this, but it looks like not. We should add an option to specify both badpix_file_name and weight_file_name to be different from image_file_name.
