OPTIION: Automatically prompt on translatable web pages (some pages in foreign languages are not properly identified as translatable)

Some pages I have accessed do not identify the source language, in such a way that this plugin can identify them as translateable.

For example: http://far.whochan.com/wlog.cgi/SlideshowPlayer (which is in Chinese simplified) but does not present the option to translate. (because they do not use the proper markup to identify that the content is in a foreign language) However, there are many more sites that do this.

What I guess I am requesting is the option to force the translation menu to be displayed for any website that does not explicitly set the language option to that which is configured through the options menu and i In my case that is US/English.
