Update ISL upstream download location

http://isl.gforge.inria.fr was deprecated for some time and is now down. This patch updates the download location to the new sourceforge upstream location of the ISL project.

@richfelker Is there any conflict in your opinion? - ISL links are dead since some months now. I have noted, that the GNU mirror offers some cherry picked versions of ISL on their FTP, if the now official sourceforce URL is not suitable.

Hmm yes this fixes the issue, I wonder why hasn't this been merged, you can see the issue once you run make
