Push a container to ghcr.io because of new DockerHub rate limits

Since DockerHub changes it's rate limit with 1. April 2025 it would probably help many users to push the Docker container from piper to ghcr.io to circumvent the really strict limit for 10 pulls per hour for unauthenticated users.

Please ignore my request if there is already a Package available for Gitea but I haven't found one.

It would be of course be also cool if https://github.com/rhasspy/wyoming-faster-whisper could be also be pushed to ghcr.io see #51
