This was resolved by @divyansh42 in c6617eb7c5d672070c9919934b29aebb3714c7d5.

Note that the equivalent now exists for node 16 -> node 20 per https://github.blog/changelog/2023-09-22-github-actions-transitioning-from-node-16-to-node-20/
