ingest 2021 Q2 balance sheet into RVote agenda (WIP)

goal: add quarterly financial reports to board agenda using rvote

• signaling votes from coop members
• binding votes from board members

IOU a governance ToD.

future goal: reflect bookkeeping into an enterprise rchain shard using the same PostgreSQL<->RChain technique as in RChat (by migrating bookkeeping operations to GnuCash, unless there's a SQL interface to the current operations).

ref my agenda request for 4 Jan board meeting:

Q4 financials are due Jan 20 (per 2018 AGM item on Financial Transparency) Q3 is overdue (unless it's somewhere other than all the rest: https://github.com/rchain/reference/tree/master/finance) ... would one of you please add this to the agenda and see that it gets done? Or perhaps add to the agenda changing the frequency to annual? (can the board change decisions made by the membership? Or does that have to wait until a membership meeting?)

The board discussed this and chose to continue to strive for achieving the agreed to standard rather than dilute. Corrective actions are planned and hopefully we will see the results in a month or two.
