before pressing move_cursore_key after pressing: Notice I am now still in insert mode, but it should be in normal mode. And when I press ESC to try to get to normal mode, it exits the signature.

I can not reproduce this issue. The cursor should not focus on signature windows. You use select_signature_key to rotate between signatures.
