Use G4 instances to avoid capacity issue

AWS often fails to provision P3 instances in EC2 due to global capacity shortage. So for now the HPO Studio notebook should use the G4 instance type.

How is P4 availability? We generally should be promoting the latest and greatest here anyway.

P4 is a very big GPU instance (1152 GB RAM, 8 A100s), not sure how it would be easier to get.
