+1 to this. Hit this after upgrading from embroider/test-setup v2.x to v4.x.

For me deduplication solved it, example with Yarn: `npx yarn-deduplicate --packages ember-cli-htmlbars`

Any updates? Does not work with ember-cli 1.13.6 either.
