[FR] Missing (link to) CHANGELOG & missing release dates in it

The repository do not have a CHANGE or CHANGELOG file. I am aware that your HTML generated docu does have a CHANGELOG section. I would suggest to create a CHANGELOG file in the root of that repo and link your docu section in their.

The second problem is that your docu changelog do not have a release date. It is unclear when this versions are releases. The "Release" section in Microsoft GitHub do exsit and have release dates. But it is proprietary and maybe setuptools/pypa will migrate sometimes to another code hoster. The GH Release section is also not very user friendly.
