make references to RC sound less restrictive

I don't feel like these should be at the top of articles nor should they be called "regulations". it doesn't make sense to "regulate" some game mechanic outside the context of attempting to get a map ranked that includes it, and that's never properly introduced in these notes

resolving this could be as simple as rewording the notes. I think it'd be nice to have subsections about their usage in RC instead
