migrate to `webpack-contrib` org and be official

Sorry for removing the issue template.

We want to provide official support for posthtml in webpack. If you have any questions do not hesitate to ask them. Recently we have given official support for many tools - like postcss, stylus, cssnano and etc. This eliminated many problems and wrong architectural decisions.

We need:

  1. You need to send a PR with updating license on JS Foundation (https://github.com/webpack-contrib/css-loader/blob/master/LICENSE), we are not trying to steal the code, we just want to protect our users from the fact that in the future the original developer may want to change the license, you can save your name in any other places (package.json/comments in code/other, we never remove it)
  2. Give me github and npm permissions
  3. I will migrate this repo to webpack-contrib

Is there a place where other users can ask their questions?

Yes, we put link on gitter chats on top of README, but we can add more link if you need
