Support loading data in Google Cloud Storage

Is your feature request related to a problem? Please describe:

On TiDB Cloud, customers' MySQL backup data may be stored in GCS. To avoid cross cloud accessing, we need to support restore data from GCS backup data.

Describe the feature you'd like:

Lightning supports loading backup data directly from GCS.
