Allow building with GHC 9.8

Updates base restrictions so cabal-fmt can build with GHC 9.8.1.

Can confirm cabal build && cabal test passes with base-4.19.0.0 on my system.

I think this is already supported by cabal-fmt-0.12.1 so this PR can be closed.
