Issue was with Starlette

Maybe an ABC would make more sense - I think there are things we would want to check at runtime for the config to be valid.

I think this is fixed, please open a new issue if not

If this is still a problem please open a new issue - I'd need a little more information and ideally a minimal reproducible example to fix it though.

It was merged into the mypy codebase and [looks fairly active](https://github.com/python/mypy/tree/master/mypyc). I'll try take a new look at this soon
