There's a conflict with the `busybox` package for `link.exe`, so I had to uninstall it. `scoop uninstall busybox`

Looks like this is actually because the environment variable in the path is not being expanded. This Q&A seems to have the solution. Use `os.path.expandvars`. https://stackoverflow.com/questions/5258647/expanding-environment-variable-in-string-using-python
