Some kind of custom conditional merging parsing

Not fully sure how to describe this!

Would be nice if we could setup some kinda rule for bulldozer only merging once another PR's status is merged. I know we can query a given PR to see it's status, so if that could be included it would be sweet

I think this would be best placed via a check? So it's easily visible. But failing that it would still be useful to have regardless
