Mobile/iPhone/iPad: Allow panning of the map

This issue might be part of https://github.com/mapbox/osmcha-frontend – IDK.

Goal: Be able to move the map when using the app with an iPad.

There are Zoom Controls https://github.com/osmlab/changeset-map/pull/189 now – thanks @willemarcel –, that allow to zoom in/out.

But panning the viewport still does not work. Instead the webpage is moved.
