As a K8s-on-OCI customer, I want to create a cluster with Horizontal Pod Autoscaling enable OOTB.

The Terraform Installer should offer an option - possibly enabled by default - to enable HPA pre-configured by installing Heapster, along with InfluxDB and Grafana. If a customer wants to use Heapster with a different [or multiple] backend/sink[s] they can choose to disable the default setup and manually set it up themselves, or just reconfigure Heapster post-install.
