Automate REST API documentation generation

It would save time and issues when the REST API documentation is automatically updated.

When the OpenAPI JSON/YAML spec is available as a versioned artifact, the build could use it to automatically run the commands for generating the REST API documentation.

The commands for generating the REST API are documented in the README.
