Enable* analogues for Disable* natives

  1. We have DisableInteriorEnterExits which cannot be reverted after gmx. I remember my suggestion of "automatically re-enable enter/exit markers when the server restart", but the better alternative was suggested by Amir there.
  2. We also have DisableNameTagLOS which cannot be reverted until gmx, but still an "enabling" analogue is needed.
  3. The opposite case but same problem with EnableVehicleFriendlyFire which doesn't have its "disabling" analogue.
  4. ManualVehicleEngineAndLights cannot be reverted too, but the naming for its analogue may be questionable.
  5. UsePlayerPedAnims cannot be reverted too, but the naming for its analogue may be questionable.
