2016 ARM 7.1 Open gapps pakage's (kernel 4.4 aosp 7.1.2) setupwizard is broken.

To solve this, you can install system first and give it a reboot. Then install OpenGapps. but I need to setup the device by com.android.setupwizard. How do I remove it becauz it crashes at Setup from start (2ND step of setup)
