Voting Dates and Rating Error

Current behavior: In admin page, there is an option to select voting dates. This just provides clarity for when the dates to vote on the submitted talks are. This option put in by the admin creates an issue with the rating system. The rating system doesn't appear to save when the team tries to rate the submitted talks.
Expected correct behavior: The dates should be put in and not interrupt the saving of the rating data.
Steps to reproduce: Click on event details. Select the voting blind button and also provide dates in their area for when people can vote on the submitted talks. Have another profile rate a talk that is submitted under events. The rating will likely not be recorded.
Other information: Removing the dates for voting and the voting blind button will fix this. However, unselecting the voting blind button along won't five the issue. The blind voting seemed to provide a different issue that was hard to understand since voting blind didn't give the team much feedback while rating the talks as a team. When it's back up, I'll add images to provide some clarity.
Under Program Edit, the options appear.

I read #2767 and it sounds exactly like this issue. I'll close this issue since #2767 is the same.
