This issue should be closed imo, `pull_policy: build` is enough to get this behaviour and is defined in the compose specification, as well as being mentioned when creating a stack...

Generally you have user installed binaries in `/usr/bin`. I'm not against this change but the reason is a bit odd, shouldn't that be in your `$PATH`?

Can you make the minimal reproducible code actually minimal? It's hard to understand with multiple nested conditions.
