Add v6 transport support for TCP and UDP.

Additionally, this supports url-style IP literals: v6 addresses must be surrounded by brackets.

@micwoj92 I'll look at this in a bit; do you prefer multiple smaller commits or one larger one (not that this is particularly large...)?

I don't really care for size, it's just so the pr will be ready to be applied when maintainer gets active.
