"Install & Activate" does not use local available installers

Describe the bug qba-22 does not use local available installers when "Install & Activate" is selected and proceeds to immediately download an installer for the user.

To Reproduce Steps to reproduce the behavior:

  1. Have a local installer
  2. Select option 1/2/3 in menu
  3. Select "Install & Activate"

Expected behavior Install POS with either local available installer, or download an installer if necessary.
