Connection timeout when connecting to the server

Describe the bug

you get connection timeout, when first you attempt to host game.

Steps to reproduce

  1. click "host game" in main menu
  2. close window
  3. try to join any server
  4. you get connection timeout first time
  5. reconnect - everything work as expected

Eitherway it does not work (meaning that I can connect without a timeout).

One thing that is related, I have a suspicious that MTA has a problem when trying to connect to some servers, there are a lot of dropped connections at the first connection try, the second time almost always works. Also this: #1503

Maybe it happen to me very often, because while developing i restart mta very often and this bug occur only when you join first server
