Bugbug thinks CSS transform: translate is related to Translations

There have been a few cases such as Bug 1998018 where something related to CSS transform: translate is classified by Bugbug as being in the Firefox :: Translations component, when it should be in the Core :: Layout component.

We should see if there is a way to cover this special case and improve the accuracy for this exact situation.
