[code_review] Add ability to compare with previous generated comments in the evaluator script

Currently the script retrieves latest revisions from Phabricator and runs two versions of the code review tool.

We should add ability to retrieve latest analyzed revisions from our DB of analyzed revisions, and compare the previous output (gathered from the DB) and the new output (generated by the current version of the code review tool).
