Add support for links in Steps component titles

The Steps component doesn't seem to support links yet.

Adding this support would increase the component's flexibility + be greatly appreciated!

Relatedly, I couldn't find the current Steps component source -- I do see this PR adding it to the docs https://github.com/mintlify/docs/pull/96 2023/09/05, with the actual components repo having a closed PR https://github.com/mintlify/components/pull/89 by @KenzoBenzo 2023/09/04
