Steps to reproduce

  1. open a window and focus on it
  2. launch powertoys settings from powertoys run
  3. the settings window is behind the previous opened window (if you open more than one windows, the settings window is under the focused window and above the other windows)

and if you open powertoys settings after a win+d shortcut, the settings window is in the background
