"Open Bot" window has misleading tip for App ID and App Password

Describe the bug

When opening a bot in the emulator, the fields for App ID and App Password have the tip set to Optional. This makes the user think that the APP ID and password are not required. In fact they are mandatory if the bot service is set up with these values in appsettings.json.

To Reproduce

Steps to reproduce the behavior:

1. Go to File-->Open Bot
2. Notice that App ID and App Password have a tip set to Optional. This is misleading.

Expected behavior

The message should either not say anything or point to a help documentation

@mewa1024 do you agree with the feedback here? What we're doing is pretty conventional, though adding a link about connecting to bots needing authentication may be helpful.
