[Feature Request] Modify PR Approvals

To include a minimum percentage of approvals relative to the total number of reviewers. For example, if a project has 10 reviewers, the minimum number of approvals should be at least 50% of the total number of reviewers, which would be 5 approvals. This would be useful for more precise configuration of the code review process.
