This repository is licensed MIT, but the vendor repository is GPL 2. Doesn't that mean that this must be released as GPL 2 or later? The upstream author calls this out explicitly.

No it doesn't mean MIT would be invalid for this. MIT is compatible with GPL components. Upstream author is not claiming this explicitly - just that source code needs to be available.
