Avg rate improvements

Describe the bug Avg rate sensors should:

  • save state to survive a restart
  • Be renamed to sensor.avg*
  • Include a unit of measurement, this allows proper graphing
  • Create with the current days averages if tomorrow's aren't available on first start.

Aha, this would be great, I have an RGB light indicator and being able to switch the colour based on whether the current rate is above or below average would be perfect.
