I think [this was the job that updated the bikeshed-data repo](https://github.com/tabatkins/bikeshed-data/actions/runs/3160542313/jobs/5145120940) after Shepherd was updated.

`--skip-manifest` does not make a difference, I get the same error about missing headings when generating the spec.
