Runtime enumeration has been added to the OpenXR specification

This specification has not yet been implemented in any runtime, but it is expected to be supported in the future.

It is already supported by at least Oculus as far as I am aware

I have a couple runtimes installed, and currently Oculus is the only one that shows up like this on the Windows registry! Not as sure about Linux. So, not really a robust feature just yet. I can look into adding it anyhow as it's part of the spec. I'd definitely be nice for the tool to catch anything automatically.
