Ota king impl

This implements more features of OtaKing, such as adding his arms, and having him face towards the camera as he does in the game. Im not done working on this character, as I intend to add in his firing of coconuts and fireballs at some point. But this is more than enough to go ahead and push I think.

This PR is most likely going to be on hiatus, as I have started school again and do not have the time I did to work on it.

That's fine. It'll still be here waiting if you ever decide to return.
