node version minimum support is 16 cause problem

As the communities still have a lots node v12 & v14, should set minimum support from v12/v14 instead of v16

v14 is end of life 2023-04-30 (2 months away) so I think it's safe to say v16 is fine to be the lowest one that's supported.
