Currently a user can do the following:

• Create a PVC with filesystem mode, take a snapshot, and create a new PVC with block mode using the snapshot as the source
• Create a PVC with block mode, take a snapshot, and create a new PVC with filesystem mode using the snapshot as the source

This conversion is required by backup software to efficiently copy the blocks. We need a more fine-grained control on this so that only user with permission can make this conversion.
