3DS IDBE data update

The IDBE data for the 3DS icons is currently listed as Unknown here https://github.com/kinnay/NintendoClients/wiki/IDBE-Server

This data is 2 RGB565 images, one is length 0x480 and is 24x24 and immediately following that is a 48x48 image with length 0x1200

The IDBE files themselves seem based on the 3DS SMDH file format? https://www.3dbrew.org/wiki/SMDH
