python manage.py npm_cli install bootstrap@4 -P

Along with the above capability it is also possible to run the interactive mode

python manage.py npm_cli init (to create package.json)

Unfortunately these changes required renaming the command npm_cli

The default functionality has been preserved and executing the command maintains the default behavior: python manage.py npm_cli

100% of tests passing, both in linux and windows.
