What this PR does / why we need it: As a CNCF project, we need to follow CNCF Code of Conduct. The CNCF Code of conduct is adapted from the Contributor Covenant and now on version 2.0. The Code of conduct we currently use is Contributor Covenant 1.4. I've reviewed both documents, and generally they are compatible.
