Announcement integration

I just learnt about jupyterhub's announcement service: https://github.com/jupyterhub/jupyterhub/blob/cff066a7be4beb651faf7315a430cf7462f9d67b/examples/service-announcement/README.md

I think it would be great if it could integrate with jupyterlab so users could see the announcement from their jupyterlab instance.

I'm thinking of e.g. popping up a notification that a users's server is about to be terminated due to inactivity so as to give them an opportunity to cancel the automatic shutdown
