A few posts below yours is one in Chinese, I think. There a poster links to a fork of the project which has been updated to 1.20.4. Haven't tried it myself but here is the link.

Plugin [id: 'fabric-loom', version: '1.4-SNAPSHOT'] was not found in any of the following sources:

The maven can't find the plugin in the web and I can find it when I open the site on browser

I haven't tried compiling the repo myself but a quick google search lead me to the following site. https://maven.fabricmc.net/net/fabricmc/fabric-loom/1.4-SNAPSHOT/ I hope the link helps and my apologies that I don't have further knowledge to share on the compilation process.
