Date being parsed incorrectly

Hello,

Turns out that --start '10/03/2022 12:30' do not translate to 10 March 2022 as documentation states. Simple experiment shows that it translates to 03 October 2022.

We always use '2022-4-25 0700'

I just ran into this too. Needs a patch to respect LC_TIME.
